Great British Energy publishes
its first strategic plan

A major step for the UK’s clean energy future and for local communities

Great British Energy (GBE) has published its first strategic plan, marking an exciting step forward for the UK’s clean energy journey. The plan sets out how GBE will roll out new clean energy projects, increase local and community ownership and mobilise private finance alongside public investment.

This is an important moment in the UK energy transition, sending a clear signal to the market and creating real opportunities for communities, developers and investors to work together.

Key highlights from CO2Sense’s perspective

  • 15 GW of new clean energy planned across the UK.

  • £15 billion of private finance mobilised alongside public investment.

  • A clear long-term market signal for the UK energy transition.

These commitments underline GBE’s ambition and provide the direction needed to scale clean energy projects across the country.

Supporting local and community energy

The focus on local energy is particularly welcome. CO2Sense looks forward to working closely with GBE to ensure the 1,000 community and local energy projects receive the structured development support they need.

Our experience shows that combining concessional capital with technical assistance to build robust, aggregated portfolios is key to attracting long-term institutional investment. This is essential for scaling the community energy sector to the level GBE is targeting.

Initiatives like Energise Barnsley, as well as rooftop solar on schools and NHS sites show the tangible benefits of reduced energy costs while generating local clean energy that communities can directly benefit from.

Bringing public and private sectors together

The strategic plan creates a strong framework for collaboration between public and private sectors. By coordinating efforts across communities, developers, investors and government, GBE is helping unlock the full potential of the UK’s clean energy transition.

What this means for communities

  • Direct benefits – Local groups can take part in clean energy projects, sharing ownership and income.

  • Lower energy costs Schools, hospitals and public services can save on energy bills.

  • Upskilling and training – Existing workers gain opportunities to develop green energy skills and expertise.

  • Long-term impact – Structured support and investment help build lasting local energy capacity.

  • Inspiring the next generation – These projects show young people we care, taking practical steps to build a sustainable future.

CO2Sense is ready to play its part in supporting this work and helping the UK achieve its clean energy goals.
